At first glance, this seems like a good suggestion to me. After all, we store in the system for each card the date of purchase.
If we would also store the expiration date, then it would be possible to set a discount 5 days before expiration for example, so that the cards are still quickly picked up and used before they lose value.
For the 10 Euro cards, the 3 Euro PSC fee corresponds to a 30% loss in value, a discount of 15% seems fair to me, we have to consider the development effort as well.
For the 25 Euro cards it is still 12% loss of value if 3 Euro are deducted, here we could give e.g. 10% discount on the card.
