I can only recommend an automatic tamping machine.
They start at 30 euros. Just google it.
I bought one for 150 euros. Pour tobacco in the top, put a sleeve on it and within 5 minutes you have a pack of cigarettes for 2 euros. You wouldn't believe the savings you can make. And these automatic / electronic stuffing machines are super fast.
