The new gambling legislation in Sweden has brought large profits for legal providers. This is the result of an analysis carried out by the office for public administration in Sweden. However, are the legal gambling operators those who are actually making profit from this restructuring?

In January 2019, the new legislation came into effect in Sweden. Nearly three years late the Swedish government wanted to find out how effective this restructuring has been. The Swedish Statskontoret, therefore the office for public administration, was entrusted to carry out a corresponding analysis about this issue. The result: legal online casinos have profited well from the new legislation. Around a year ago we had actually reported the opposite scenario in an article. Here we had asked the question, whether the decreasing canalisation in Sweden is a warning signal for Germany.

Analysis from 2018 to 2022: Consumer protection and canalisation in focus

The office for public administration in Sweden has analysed and evaluated the consumer protection and the canalisation in the period from 2018 till 2022. Surprisingly the office discovered that the gambling market had functioned significantly better in 2021 than in 2018. The restructuring of the gambling market took place on the 1st. January 2019.

High demand for legal gambling providers

Various Swedish players find it important that a gambling provider has a valid licence and pays taxes accordingly in Sweden. The analysis of the administrative office shows that the rate of canonisation during the reviewed timeframe has increased significantly. From this it emerges that the legal gambling providers have experienced and are still experiencing an influx of new customers. Apart from the gambling regulations imposed, the Swedish Gambling Supervisory Authority is also considered to be very strict. In September of last year we had reported about a fine which was issued to Mr Green and which amounts to three million Euro.

According to the Swedish Statskontoret, the canalisation rate in 2018 was below the rate of 50 %. However, in 2021 the canalisation rate was already 87 %. This means that the majority of the Swedish players are meanwhile playing with a Swedish licensed provider. And this, even though now through the restructuring there are stricter measures for player protection.

Conclusion

Despite some problems, the restructuring of the Swedish Gambling Market seems to have been successful both for the provider and also for the player. Whilst the providers must adhere to strict measures to protect the player and they also have to pay taxes in Sweden, the players forgo, among other things, further bonus offers, besides the welcome bonus. It is still questionable, whether the canalisation rate is as stated at 90 %. One can still find illegal gambling providers without a Swedish licence who are still active on the online gambling market – and with some partial success.
