Since the new State Treaty on Gambling came into force in summer 2021, virtual slot machines have been legal in Germany, among other things. But how has the liberalisation of the online gambling market affected turnover in recent years?

According to Statista, gross gaming revenue in online casinos across Germany totalled around €2.670 billion in 2020. Of course, online slots accounted for the majority of this revenue. Online poker, for example, accounted for only an insignificant proportion of revenues. Gross gaming revenue has changed relatively little since 2020. About a year ago, we at GambleJoe reported on the high tax revenues generated by German online casinos.

Over €3 billion gross gaming revenue in 2023

According to a recent forecast by Statista, the gross gaming revenue of online casinos and online casinos nationwide in 2023 will be around €3.128 billion. At €1.826 billion, more than half of this gaming revenue will be generated by virtual slot machines with a German licence. A further €1.105 billion in player revenue was generated by online slot machines with an EU licence. In addition, online poker generated €75 million and online casinos, including roulette and blackjack, generated €122 million.

By way of comparison, in 2020, one year before the new GlüStV came into force, gross gaming revenue totalled €2.670 billion. Of this, €2.421 billion was attributable to online slots with an EU licence alone, as there were no online slots licensed by a German authority at that time.

Gross gaming revenue for online casino offerings (in euros):

  • 2021: 2.873 billion
  • 2022: 3.000 billion
  • 2023: 3.128 billion

What is the forecast for 2024?

For the current year, Statista assumes that gross gaming revenue across Germany will amount to 3.255 billion euros. This means that gaming revenue is expected to increase by more than 100 million euros in 2024 compared to 2023. The statistics were compiled with the support of CasinoOnline.

Incidentally, the total turnover in the German gambling market in 2021 was 44 billion euros. The most popular game of chance in Germany is still the "6 out of 49" lottery. Just over a year ago, we at GambleJoe reported that there were a total of 187 new lottery millionaires in Germany in 2022 alone.
