I am also disappointed with Hotline 2. Even though Hotline 2's 360x cop win paid better than my full screen in Hotline 1 (315x on 45 cents), I thought the animations and gameplay were better in its predecessor.

Yes, a counterpart to DOA 1 + 2 it is unfortunately not. Hotline 2 was designed completely different and the winning possibilities were further downgraded. Unfortunately not cool at all.
