The number of players in Germany who ask to be self-excluded has increased significantly. In May there were around 192,000 persons registered as blocked in OASIS (“Online register player status”). This figure includes both those who ask to be self-excluded and those who are excluded by third parties. The number of blocked players is more than four times as much as it was one and a half years ago. Why were there so many applications in recent months from persons who want to be banned?

In January 2022 we had reported that in the OASIS player bloxking database there were 22,000 new self-exclusion entries within a few months. In fact, by the end of December 2021 there were just 47,000 persons registered as blacklisted nationwide. Since then there has been a significant increase in the number of players who are blocked. There are currently around 192,600 persons registered in the OASIS blacklisting database.

OASIS: nearly 200,000 banned players in Germany

A few days ago, the Redaktionsnetzwerk Deutschland reported that there are currently 192,600 persons registered in the nationwide OASIS blacklisting database. This list includes players who voluntarily asked to be self-excluded (around 183,000) but also gambling bans which have been requested by third parties (around 9,000).

It is surprising that the number of self-exclusions and third-party bans have increased significantly within a short time. At the end of 2021 there were just 47,000 persons registered as blacklisted. There are more than four times as much now, as in May 2023 there were 192,600 bans registered. In Summer 2021 we had also reported that even more players are using “Control-Tools” for limits or exclusion.

Burkhard Blienert (SPD), who is responsible for addiction and drugs in the Federal Republic of Germany views this development as a warning signal:

“Since the majority are asking for self-exclusion, several persons must be undergoing considerable psychological stress and they feel that they must do something about it.”

How does the Oasis blackmailing register work?

In April 2021 we had already reported about the player blocking system OASIS and its aim to have better player protection.

OASIS is short for “Online register player status”. Before a player starts gambling every provider which holds a German licence must refer to the blacklisting database to verify whether the player is banned from gambling or not. Land based casinos and gambling halls, betting shops and online casinos verify the data with the blacklisting register. Those who think that they have lost control of their gambling behaviour can apply for a self-exclusion from all the above-mentioned gambling services.

The regional council of Darmstadt has published a sample of an “application to register for a self-exclusion in OASIS according to the GlüStV 2021 (§8a GlüStV)” .

Conclusion

When the new State Gambling Act (GlüStV) came into force, the nationwide blacklisting database “Online-Abfrage Spielerstatus” (online register player protection), in short OASIS, was introduced. The number of banned players has recently increased significantly – in May 2023 there were 192,600 registered. This means that the OASIS blacklisting register is a popular and frequently used instrument to protect players with a problematic or pathological gambling behaviour from the dangers of games of chance.
