No, a TAN is always required. The only exception are transfers to accounts that are manually entered in the whitelist in your own account
Some banks allow it mostly with regular transfers (but not always) XY to release sum without Tan is with me zb. at Sparkasse and Skrill about Rapid so or also at the cigarette machine with contactless pay
The limit is usually reset after hours / days without complaint or until the next pin input at the machine or card payment with pin so that they see you are still in possession of your card
Your bank can inform you about this as well as they can actually block this possibility
